First, which kind of form is it?
There are two:
- Fillable forms have interactive fields built in. Click a blank and a cursor appears; you tab from field to field. These were made “fillable” on purpose.
- Flat or scanned forms have no fields at all — they’re just lines and boxes printed on the page (a scan of a paper form is the classic case). Clicking does nothing, which is where the frustration starts.
